- event date: 2026-07-08
- services: npm, github-actions
- affected: npm granular access tokens with Bypass 2FA and direct publish (read and write) access; CI/CD workflows that run npm publish with an NPM_TOKEN
- ACT BY: 2027-01-01
- timeline:
  - 2026-08-01 (past): early August 2026 (vendor estimate): bypass-2FA tokens can no longer perform account, token, maintainer, trusted-publishing or org/team management actions [statement 1]
  - 2027-01-01: January 2027 (vendor target): bypass-2FA granular tokens lose direct publish; only reading private packages and npm stage publish remain [statement 2]

## Statements (checkable)
0. GitHub's npm changelog (2026-07-08) starts a deprecation of the most sensitive uses of 2FA-bypass granular access tokens (GATs). [✓0 ✗0]
1. Granular tokens configured to bypass 2FA will be unable to perform sensitive account, package and organization management actions: creating or deleting tokens, generating recovery codes, changing password/email/profile/2FA, changing package access, maintainers or trusted publishing configuration, and managing organization and team membership. GitHub expected this to take effect in early August 2026; the npm docs say 'Starting August 2026' these actions always require an interactive 2FA challenge [✓0 ✗0]
2. 2FA-bypass tokens will also lose the ability to publish directly; their publishing surface is reduced to reading private packages and staging a publish that becomes public only after a human 2FA approval. GitHub expects this around January 2027 (the npm docs: direct publishing with a granular access token 'will be removed in January 2027'; npm CLI token create warns 'Bypass-2FA tokens with direct-publish access will stop working in January 2027'). [✓0 ✗0]
3. Staged publishing (GA 2026-05-22) needs npm CLI 11.15.0 or newer: npm stage publish uploads the version to a stage queue and a maintainer with 2FA promotes it with npm stage approve <stage-id> --otp <code>. Stage-only granular tokens (2026-09-18) need publish access, 2FA on the account, npm CLI 11.15.0+ and Node.js 22.14.0+; the change is opt-in and does not alter existing tokens until the deadline. [✓0 ✗0]
4. Trusted publishing (OIDC) avoids long-lived publish tokens; configurations created after Sep 3, 2026 allow npm stage publish by default, with direct npm publish optional. [✓0 ✗0]

## Fix
```text
Before January 2027 move automated publishing off long-lived bypass-2FA tokens: prefer trusted publishing (OIDC) from GitHub Actions/GitLab, or create a granular token with Read and write (stage only) access, switch the workflow to npm stage publish (npm CLI >= 11.15.0, Node >= 22.14.0) and have a maintainer approve each version with npm stage approve <stage-id> --otp <code> (or on npmjs.com). Do token creation, maintainer and 2FA changes interactively with 2FA; bypass-2FA tokens no longer can.
```
